Backup Exec 2012 Credentials for restore failing

I am recoveing a server completely, so have done a base build, same OS and SP as the backed up server and same netbios name, the base build just has an account called administrator with the password, password.

My backup server allows me to install the BE 2012 agent using the above credentials fine.

Whne I go to run a restore to the same base build server using the same credentials it fails the credentials test.

I can ping the netbios mae and it resolves to the IP of the base build server.

I can connect to the c$ share of the base build server using the above credentials.

Any thoughts why the BE credential test would be failing?

What logs should I be looking at to troubleshoot?
