In back-up exec environments this issue sometimes occurs after a clean installation.
The solution u find to solve the issue is to remove all licenses and reinstall them (as in topic "https://www-secure.symantec.com/connect/forums/ready-no-backup-exec-servers-deduplication-option-license-are-available-have-access-jobs-targ").
A more easy/quick solution is to remove only the maintenance/support licenses.
