NEW HP LTO4 tapes do not hold 800GB of data

I have a very frustrating backup issue.  We have an HP Storageworks Ultrium 1760 drive that has been working flawlessly for several years.  It has always used the same Symmantec Backup Exec software, on the same hardware with the same tapes.  Our backup data has always grown of course, but when we hit 867GB of data, it started asking for a second tape.  I was expecting it to get to 1.6GB before this happened, and I now know that you can only get to 1.6GB if your data is not already compressed.  Since much of the data is already compressed, it does not compress much more and we were only getting a little over the 800GB before the tape was full.  To remedy this at least in the short term, we looked at what we were backing up and found that we could do without some of it.  So our backups dropped back below the 800GB level and everything was seemingly fine for a while until I opened up a new pack of tapes.  Every new tape I have attempted to use will not hold even the 800GB of data.  All the older tapes in our rotation continue to run the backup without issue, but all the newer tapes stop and ask for another tape before the backup completes.  All the tapes are HP and purchased from CDW.  Running two tapes is very inconvienent as they must be switched for verification following the data write.  Please note that we have purchased a new LTO6 drive and purchased Backup Exec 2012 to remedy this situation, but have not installed and deployed the new hardware and software yet.  Is there something that changes in the software as a result of hitting the end of a tape for the first time?  Are HP tapes not made with the same quality as they once were?  I'm just trying to get to the bottom of this so I know what to do when it comes round again on the new drive.
